In order to count towards the 6 student minimum required to create a charter, you must be a paying (premium) memeber of the ACS. For undergraduate (bachelor) students this fee is $25 a year, wheras for graduate (master & doctorate) students this fee increases to $55. However, even if you don't want to/can't pay, you are still welcome to join in meetings and join the chapter as a non-paying memeber.
